What You'll Do

Summary:
As directed, purchases material, supplies and equipment. Researches and selects products according to quality, price and serviceability, prepares necessary documents to process requests. Maintain files regarding price lists, catalogs, and other pertinent information. Attends in-services and meetings as required, informs user departments of substitute products, backorders, delays in shipments and stock outs. Works under the supervision of Manager Contracts.


Responsibilities:
1. Screens and audits purchase requests, ensuring requisitions are complete, with accurate information to facilitate an error free acquisition to payment process and are authorized consistent with NHHN’s Authority To Commit Funds policy.
2. Places and processes completed purchase requests, within 24 hours for electronic requisitions and 48 hours for paper requests. All purchase orders to vendors capable of receiving via EDI, must be processed by that method, all others should use a form of electronic transaction, including fax or vendor specific order entry system.
3. Confirms vendor acknowledgements of purchase orders the same day of placement to, verify price, unit of measure and delivery information, taking any necessary corrective action the same day, notifying internal customers immediately of critical backorder situations.
4. Works with the MMIS Manager and the Accounts Payable Manager to identify the opportunity to use more 850, 855, 856, 810 and 820 EDI transactions to streamline and improve workflow in the department.
5. Works with their assigned departments to reduce the amount of special ordering of supplies and materials by reviewing product-ordering trends and establishing Lawson numbers that will be placed on departmental ordering templates; investigates opportunities to acquire these products on a GPO contract.
6. In-services Medical Center personnel of purchasing processes and policies in the proper use of supply and equipment acquisition forms; assists in training internal customers on the use of online ordering tools, both the MMIS system tools and available external vendor tools.
7. Under the direction of the Manager Contracts, negotiates contracts, price agreements and business reviews presenting analysis to the Manager Contracts of cost implications resulting from the negotiations, any unfavorable terms and conditions of purchase and a recommended course of action.
8. Monitors purchase orders for supply trends with specific vendors, reviewing for patterns in backorders, delays in shipments, out of stocks etc, notifying the Manager Contracts of negative trends that would impact the consistent flow of supplies from that vendor.
9. Does monthly review of orders from departmental procurement reports to trend supply costs reviewing Non-Contracted, Contracted and Price Agreements to ensure that supplies are effectively managed.
10. Understand trends and supply costs by using various MMIS system reports, GPO, MD Buyline and other industry websites.
11. Resolves invoice problems within 72 hours of Accounts Payable posting a buyer’s message, ensuring that NHRMC does not pay more than the contract price for any product.
12. Maintains and updates item file as necessary, keeping vendor information, i.e. price, catalog number and packaging information, current. Forwards information to appropriate staff for corrections when MMIS security or departmental procedure prevents updating.
13. Sits on Product Evaluation and Standardization Committee relative to their specific departments, acts as backup to the Manager Contracts for all TAC meeting.
14. Demonstrates standards of performance (ownership, teamwork, communication, compassion) that support patient satisfaction and principles of service excellence.
15. Does monthly rounding with department managers or appropriate NHHN personnel to ensure customer service and knowledge about departmental needs/requirements; reporting opportunities of enhanced customer service initiatives to the Manager Contracts.

3. Experience: Minimum 4 years direct purchasing experience, healthcare environment preferred. Position experience or an equivalent combination of experience and education will be accepted to meet the minimum qualification requirements.
