What You'll Do


Reporting to the Novant Health New Hanover Regional Medical Center Chief HR Officer, your primary responsibilities are to drive operational initiatives that will ultimately improve our talent acquisition effectiveness & candidate experience and to support the team to attract, source, and hire diverse executive talent that reflects the communities that Novant Health New Hanover Regional Medical Center serves. You will drive many key initiatives for our people programs and create business value through processes, infrastructure, and partnerships across the organization. You will help create and implement scalable, repeatable processes with the market that allow for consistency and improved operational effectiveness, as well as focus on optimizing existing programs and processes. To succeed as a Manager, TA Programs, you’ll need to be human centered, customer service oriented, analytical, and results driven. You will lead programs that provide value and improve operational efficiency, data-driven decision making, and guide change management across the organization. 1.Develops and implements plans for ongoing employment techniques that will meet short and long range staffing plans in a timely, legal and cost efficient manner.

2.Manage Employment Specialists , HR Assistant and Support Associate to ensure timely and accurate recruitment processes and programs in accordance with hospital policies/practices and local, state & federal laws. Assures excellent customer service is being provided by the Employment Team.

3.Performs regular and comprehensive audits to ensure compliance with Joint Commission and local, state and federal laws.

4.Handles applicant/customer concerns of the most serious in nature. Works with Employment Specialist and HR Assistants to develop tactics for problem resolution and skill development.

5.Ensures that salary offers are appropriate/competitive and maintain internal equity within the organization.

6.Ensures that weekly, bi-weekly, monthly employment and ad hoc reports are distributed accurately and timely.

7.Oversees vendor manager of employment vendors (ie, Position Manager, background check provider, temporary agencies, travelers, Shiftwise, Skills Survey, Linked In and Advertising agencies).

8.Oversees processes related to obtaining and managing agency and travel personnel.

9.Manages the formal Internship Program for the organization.

10.Manages all major employment initiatives including but not limited to advertising/sourcing initiatives and retention initiatives.

11.Manages processes to ensure that required licensure/certifications for new and current employees are up-to-date per NHRMC’s Licensure/Certification Policy.

12.Oversees immigration issues by working with NHRMC legal counsel.

13.Develops and maintains expertise in internal and external human resource policies.

14.Interprets policies consistently and timely among departments.

15.Uses LEAN methodologies to find efficiencies in the Employment and other HR related functions.

16.Assumes budget responsibility for the Employment function.

Position Requirements


* Bachelor of Science

Other information:

Education: Bachelor's degree in Human Resources Management, Business Administration or related field 

Licensure / Certifications: PHR/SPHR preferred. 

Experience: Minimum of five years working in recruitment operations, talent acquisition, or related consulting experience required. Exceptional people management skills with minimum of three years of experience leading a team required. 

Additional skills required: • Experience working with and optimizing talent acquisition processes, team design, and platforms. • Strong organizational and operational skills. • The ability to manage and draw insights from data. • A demonstrated ability to navigate in complexity and build new processes. • World Class: Knowledgeable about HR best practices and future trends in healthcare and in industry. • Problem Solving: Strong creative problem-solving skills. • Digital Fluency: Proficiency with iCIMS or similar ATS, Microsoft Office 365, etc. • Highly Effective Communicator: Demonstrated ability to communicate effectively, appropriately and inclusively with key stakeholders at all levels. • Inclusion and Belonging: Foster a work environment of inclusion and belonging for all team members. • Judgment: Demonstrated ability to act independently upon information and make decisions that achieve optimal results. • Display professional image in alignment with employer and recruitment brand. • Respect confidential information. • Ability to think critically in a fast-paced environment and demonstrate visible momentum.
